Overhaul history window scrolling.

This means importing the CLICK_OR_DRAG stuff from scroll-example.c and
numerous other changes, including a scrollbar thumb.  Clicking now
works properly, both in the history window and in the scrollbar, too.
Also, scroll to the end, so the displayed position is visible in the
history scroll, at startup.
