librouter fixes

fixed librouter to not leave a forked orphan instance after dosemu quits,
and made librouter more intelligent about finding the slirp binary (if
user binary is not configured, or misconfigured, it looks in $PATH now
to find a 'slirp-fullbolt' or 'slirp' binary)
